Conservative Stephen Broadhurst had a truly appalling record of attendance to meetings at Thanet District Council.
He has attended just 2 out of 10 meetings that he was summonsed to attend to represent local people.
Thanet district councillors get paid a basic allowance of over £4000 per year to cover their expenses for attending meetings.
Bill Furness said: "It is a scandal that local people have been unrepresented whilst their councillor has been in Panama, he didn't even send his apologies for the last four meetings he missed"
